64W to 264W (towards norfolk).
Exit City Hall (right side exit just before the downtown tunnel).
Get in the far right lane and make a right at the first light (in front of the mall)
Get in the far left lane and make a left at the next light.
Enter the mall though that entrance and stay straight till you see the elevator and stairs.
Park as close to the elevator or stairs as poss (go up to the next floor if you have to)
