You sure you know how to use that multimeter

Because the ECU doesn't supply the voltage to the injectors. It gives the injectors a ground.
If you're near NN you can bring it by my work and we can hook an oscilloscope to it if you want to see exactly what its doing, but if you get it working I suppose that won't be needed.
