Most people have two sets of wheels/tires so they don't have to find the "middle ground" in finding a tire that can handle all situations.

Since it doesn't snow very often, having a set of winter tires mounted on crap wheels for use in those situations would be the best solution. That way the rest of the year you don't have to suffer with all-seasons.
