Jeff, I would go with a MKII Golf or GTi (Because they are lighter than any of the newer ones), and use the 1.8T from the newer Audi A4's. Same motor as the VW 1.8T, but tuned a lil higher (about 190 hp with stock everything). Use the chip from APR (Audi Performance Racing), which will bump you up about 20-30 hp if I remember correctly. APR Stage III+ turbo upgrade kit. 3" exhaust from turbo back with a Remus muffler. some BBS wheels, Neuspeed race springs with Bilstein shocks or Koni Yellows.
That would be a solid VW setup. You're talking a lot of money, but a car in the range of 400 hp.
