he wasn't... he was driving on a restricted which is perfectly legal if you have permission from the court to drive to school, work, etc... he got a ticket because the cop was an asshole and said since he didnt go to the DMV and get a hard copy of his license with the restrictions printed on it he was driving on a suspended.

That ticket should be easy to get dropped as long as you bring proof to court that it was a restricted.
