Its a Federal act, not just a virginia act. However, burden of proof will be on you to prove that the what the dealer says is not true. More than likely, you will lose. So better get to know your service writer/dealer pretty well if you want to mod your car.
Actually, Just dont be a dick about it when you drop the car off and get the diagnostic and you probally wont have any problems..
