There are emissions inspections south of Fredericksburg, but not for residential, only for gov't and rental agencies in Chesterfield, Hanover, Henrico Colonial Heights, Hopewell, and Richmond for the last 10 years. These are typically done "in-house" to comply with the federal Clean Air Act.
