i've run 8.90 in the 1/8th and 14.1 in the quarter, and my car is not known for top end. that's a difference of 4 seconds. a turbo car (especially FWD) would probably do much better in the 1/8th and a back-halfed car might do worse... but i don't doubt that the new eclipse could go mid-low 14s depending on options.
