California Air Resources Board is just a Cali thing. So passing CARB has little affect on Virginia. It's more of a clean air thing. I was at their site and didn't come across anything about noise levels. I think Cali has laws on noise levels that are not part of CARB. Do you have a silencer that you can put on your exhaust? If you do, slap it on and show the judge like the other people said before. Or you could take the Police clerks advise and play dumb. Either way, good luck.
