Well im not sure how similar your car is to mine... but... On my car there is a sensor on teh bottom of the IM that heats up, but when its cold it opens a valve to let more air in. There is also an idle air control valve on the passenger side of the IM. The ecu controls this. During warmup, its at about 95% on my car. It goes much lower after its warm. I would guess whatever teh equivalent to those are on your car are cloged or malfunctioning.
