va law says you have to be "eligible for a drivers liscence" to be legally able to operate any motor vehicle that doesn't require a registration (mopeds, scooters, pocketbikes, go-peds, etc)

that mean if your license is suspended, you still can't legally ride any motorized vehicle on the street. don't ask how i know.... lets just say it involves 30 blocks on the back wheel of a honda 50....
