) Went to court with a crappy lawyer and got off with d. improvement class and 6 months probation, which acctually turned out to be a 2 month probation. I figured this out when i got a speeding ticket 2 1/2 months after my probation started and I went to the court for violating my probation and to my suprise i had no date and the ticket was off my record

Your kind of right.
There is NO "quota".
However, there is a minimum number of tickets that need to be issued in a certain time frame so the PD knows that their workers are doing their job.
