I cant belive that the 911 operator gave her opinion or gave two shits about your complaint being that it was not an emergency. Also why did she say it was against police conduct? If you report him to Internal affairs I bet he brings in all his buddies and your area gets real hot...not to mention there is a police station within a mile of were your talking about. I have seen cops do a lot more corrupt type shit than that and get away with it. I would probably let it blow over and stop fuckin with him, but thats just me. If not you better make sure all your cars are legal.
