Norfolk and Portsmouth I dont really picture as bad places. I dont know why people make them out to be so bad. I think Richmond and DC have way worse crime rates probably. And NYC, Miami, LA, Houston, New Orleans, Chicago and alot of other major cities have places that will make you think Norfolk looks like a nice place to live.
