Wtf, he pulls zero boost as is in the low rpms, any boost is better than no boost. I wouldnt bother rebuilding the turbo, it is just a huge waste at that point. If he kept boost low, to something say 5-7psi, that turbo should provide him with plenty of power over his NA form. I would say around 8-10psi for the factory wastegate.
