To bring a car over under this classification you have to get the EPA paperwork done PRIOR to bringing the car into the US. Even then it's very limited to where you can drive it and how long it can be in the country.
To get it certified for highway use you either have to have paperwork from the manufacturer stating that it is compliant OR paperwork from an ICI saying that it's compliant. Those are the only ways, that's it. First way is next to impossible, second costs bank.
