They cannot legally install an exhaust on a vehicle without a cat, unless the car did not come from the factory with one installed.
Emission laws fall under civil penalties when it comes the installation or the lack there of, and the fine for a shop doing so is very steep...like $10,000 steep. Don't quote me on that $10,000, but it's something equally absurd.
