low 9's in the 1/8 means you want to run mid to high 13's...so to do that all motor..you would probably need :

Cold air intake
68mm throttle body
Intake manifold
Head work (porting,etc)
Cams(valvetrain)
Header
Exhaust
high compression pistons
Drag radials or slicks
Clutch
lightened flywheel


its not that simple of course..but those are what you are gonna need to drop your time down without a power adder.
