Thats wrong. You are thinking of an electronic boost controller where you need to run a line to the top and side ports of the wastegate. A manual boost controller goes inline with your normal wastegate pressure source. The screw on the top of the turbonetics(if it is a deltagate) is for adjusting boost. If you tighten it you can get a little more boost.
