Now that I think about it, this might be an attempt to crack down on illegal inspection stickers. Of course tickets for other shit is an added bonus, shit he could probably meet his quota in a day. Shooting fish in a barrel.
The Sheriff's department has more power than the city police do. They have the ability to do everything that the police can (giving tickets, arrest powers) but they can also run the courts, jail, and serve civil papers. The police can not do that.
