Well here's how I would spend your $5k
$1300 - Sleeve the block
$ 200 - balance rotational mass
$ 400 - engine rebuild kit from Honda
$ 700 - for forged rods and pistons
$1500 - for a REAL ported head with upgraded valve train
$ 500 - Stage 2+ cams
$ 300 - Hondata S100
Now I'm sure that I could shave a few dollars of these prices as I came up with them off the cuff. Either way this would be a strong streetable motor and IF put together correctly...could last longer than just to dyno day.
Of course there are more goodies that I would want for a motor like this, but when dealing with a budget...start with what counts most.
Or...you could always buy out someone else who has already start a project like this and ran out of money
