I agree with you Calvin, a small facility will get run out. The local gov'ts will want to see a steady revenue stream. It will need to bring money into the city without burdening city infrastructure.

Two of the most active groups in the area for lobbying gov't officials in favor of car related legislation are the car club councils (Car Club Council of Hampton Roads and Virginia Peninsula Car Club Council). Both have monthly meetings and have existing contacts with city and state officials. I attend these meetings periodically and encourage some of you to go as well. A united front can present a more solid argument. Contact info as follows:
