simple answer is that you likely still owe on the car, and there is no gap coverage on the policy.
add in an adjuster that missed a few things on inital inspection, and before they know it, they are deeper into fixing it than they would have been by totaling it. its cheaper than to finish fixing it and take it as a loss, than to pay to have the work done already cleared and pay you for the total loss.
happens often, that is what supplements are for by repair facilities.
