You can drive without a front plate in VA. You pay the fee when the cop pulls you and writes you the ticket. For some reason, "I dont want to drill holes in my bumper", isnt a valid excuse

Oh well, its been about 2 years now and only 1 ticket so far. But I swear I only got that because my inspection was expired also.
