Well, thank you very much. I was only trying to point out that these additional costs were not "unconstitutional" as everyone keeps trying to say.
No where in the Constitution does it say that the states can't impose additional fines for being a retarded driver.
Besides...if VA was going to charge $5K for a license, you would hope that it would go for driver education and road maintenence. Besides, the federal government didn't step in when the monster mistakes made during the widening of 64 near Hampton came to light. Talk about a waste of government money.
