"Open storage of inoperable vehicles on residential, commercial or agricultural property" defines an unregistered vehicle as the same as inoperable (since it has no plates or inspection) so it can not be covered by a tarp but still needs to be shielded from view.

You can have it titled but not registered. That's fine and exempts you from insurance.
on the thing they post on the windshield it says a car cover is not suitable
