Actually your wrong. All those neighborhoods are owned by NRHA and are still considered projects. They are rent free or so close to it that it doesnt matter. They are considered public housing for the city. Also, I thought I already pointed out more than just a couple shitty neighborhoods in Norfolk.

This is Norfolks response to inquiries about public housing...

"Unfortunately, the demand for public housing and housing choice vouchers is so great that we’ve had to close our waiting lists indefinitely. But check back here periodically to learn when these waiting lists will reopen."

Translation: our projects are already full of lazy shitheads...cant handle any new ones.
