I've yet to see a restaurant that requires a tie, but they don't allow anyone with just a T-shirt and jeans allowed in. Slacks and a button up shirt usually suffice.
There's been at least one restaurant so far that's been linked to that requires jacket and tie. No big deal though... It just establishes an elegant atmosphere.
