growing up i and a group of rollerbladers that moved in from cali and all over helped get a skate park in junction city ks. we used car washes to afford alot of stuff. we rasied alot of money and we got the word out on what we wanted. we would post in the news paper when we were having car washes. people would just drive up and hand us wads of cash and drive off happy. we raised over 70,000 dollars in a few months and then the city gave us a grant to match it. a few big buisnesses handed us some big checks too i am sure it could work. a make shift drag park is not going to fly in the eyes of some congressman i am sure it will be thrown out. we used the insurance as if it was a normal city park which cut liability cost in half i sure there is some law we can find it can fall in to like that. i am in for helping too.
