Im sorry if this is the wrong section.

I have heard two different stories on weither you need them or not. I have heard that If they came in the car from the factory they have to be in the car. On the other hand I have heard that if they are in the car they have to be operational, but if not in the car then you dont need them to pass.

Can anyone please clear this up for me? Thank you
