"Budget" and "Billet" don't go in the same sentence unless it is "I have no budget for billet rods." Just get the Scat rotating assembly and use it if you are staying NA. While not the best materials, they will do what you want. I run Scat forged I beam rods in my car and they are advertised to 700 hp.
