It is a crime, otherrwise we could walk around naked. It is called indecent exposure and I am almost 100% positive that you can also be charged wth urinating in public. In Virginia if you get convicted of an indecent exposure offense you supposedly have to register on the sex offenders list. I know someone who mooned a person and they claim this as well.
