A P74 or P75 would work well for that, or a chipped P28 with VTEC disabled (and the right map loaded for that engine). It really depends on whether you want a drop in replacement or not, the P74/5 won't need to be chipped but that is still an option for tuning.
With your P28, at least you're already equipped to do an LS/VTEC setup if you choose.
