That would have been great. Then cops would have been blamed for street racing deaths as well.

No, the cops would have stopped chasing a drunk driver to investigate streetracing. Hell, up here in Fredericksburg, I've seen cops on the way to real emergencies such as fires, stop to bother small groups of import guys, and just totally abandon their original call of going to the fire.
