If it was running when you turned it off last time, it shouldn't be a fuel quality problem. You may have a coil (or distributor) problem though. Check that your fuses are all intact, and check that the coil has power on its input. If this is your Civic, the Helms factory manuals have very good troubleshooting flowcharts for stuff like this. It sounds like the ECU is probably fine if the fuel pump turns on, etc.
