Your situation does not apply to the OP.

Non-resident students who work in VA are required to obtain a VA drivers license. If you don't have a job and are a full-time student, then you can keep your out of state license.

Non-residents can temporarily live in VA for six months before they must obtain a VA driver's license.

New residents must apply for a VA license within sixty days.

Active duty military and their dependents are exempt from VA licensing requirements.
