That's a Repo Quick Snatch truck. They are fast recovery vehicles. They can back up to a car, slide the yoke under it, pick it up and roll in about 15 seconds and the driver never has to get out of the cab.
Sounds like somebody didn't make the payments.
I'd also be willing to bet that's the exact weapon of choice for all the cars being stolen.
