Call the cops yourself and have them sit in the parking lot to keep out the trash while you are a customer of the place with a parking lot. It's really not that difficult and cops won't mess with you if they understand why they are there -- you may be very surprised that they would bypass your equipment violations and go harder after others. It's like setting up a honeypot and going after the grizzlies, not the honeybees...
