how wide are the wheels?

try a donut style bead seater on the bottom packed with grease.

for some reason i remember the rings are usually for 16.5" rims but ive used them on 16s with some success

if you cant find one a bicycle intertube will work if the valvle doesnt interfere with the lip of the rim or bead of the tire.


also make sure you are using as big a hose as pssible. those 1/4" hoses most tire machines have on them wont flow enough cfm to seat the wider tires.

if that doesnt work try the starting fluid trick. a quick squirt around inside of tire and a long match. seen it done quite a bit never tried it myself.
