It does not, I am sure more than a few have more than one motorcycle. Not to mention the people that have bikes just sitting in garages that never get ridden but are registered.
It is a good approximation. I don't think there are as many motorcycles sitting in garages that never get ridden. Most people don't like to spend money for nothing.
Let's take the number of registrations and divide it by 3. That means about 50,000 people are riding and all of them own 3 bikes each. You still only have a .25% chance of being killed on a motorcycle in Va.
