That might mean that you have a thermostat problem and the fan needs to run more than usual to try to keep the engine at proper operating temp though. the fan should be turning on and off at idle because the heat generated isn't that much.
a faulty thermostat could keep the car from running? or were you speaking in reference to the fan?
