It really depends on what you mean by "better". Better handling, or traction, or stability, or at speed...?
Usually they work very well in the rain, and are often better at evacuating water than all seasons depending on the tread design. They usually won't handle as well though, because snow treadblocks are meant to deform and have lots of little grippy edges, which makes them squirmy in the dry and not have much ultimate grip.
