Reckless driving is not 30 over. It is normally 20 mph over if you are looking at it using speed. Reckless driving can also be how you are driving. If you pull away from a stop light and squeal tires, that's reckless driving. As shown on here, if you have somebody hanging out of your sunroof while driving, that can also be reckless driving.
§ 46.2-852. Reckless driving; general rule.
Irrespective of the maximum speeds permitted by law, any person who drives a vehicle on any highway recklessly or at a speed or in a manner so as to endanger the life, limb, or property of any person shall be guilty of reckless driving.
