Moist, cold air is much denser than dry, warm air. It's probably just running too rich because of the air density is higher and the tuning is probably really far off. Why are you running 60 psi fuel pressure? You don't have any need for a FPR, fuel rail, or fuel pump on your setup, and 60 psi fuel pressure isn't giving you any gains at all, especially if you haven't actually been tuned by a pro on a dyno. Knock that down to roughly stock fuel pressure for a start, like 45 psi or something. There just isn't any reason for pressure that high on a non-turbo setup, especially if you have an actual way to tune the A/F ratio (which you do).
It sounds like everything is working properly and you probably just have a really bad tune. You may have a sensor going bad, but the fact that it started doing this when the weather changed leads me to believe that now you're operating in an area of the tune that you haven't been in before. You may have fouled your O2 sensor, but that shouldn't cause problems with cold starts.
So you really need to get tuned, and I wouldn't chase your tail too much until then. You can swap out all the parts that you want and you'll still run like shit without proper tuning.
