They don't fake them per say. In general Stage 2 will be better in some way than Stage 1. However, saying "get a Stage 2 clutch" means essentially nothing. What that means from company to company can very greatly.

On the simplest level getting a clutch that is rated for slightly more torque than your car has is how you know which to get. Of course there are more factors than that.
