well it depends on the parking lot. If it was private property, NO. If it was a security officer , yea thay can issue what ever they want on private property. Sworn law enforcement, Hampton Police, Newport News Police, ect., Can only issue reckless riving and dui on private property.If the lot os a public lot yea. But the Officer can't just write those tickets. You have to be driving the car, you have to be stopped. He can't just walk up to the car and start writing tickets and when you come out from where ever hand them to you.it doesn't work that way....go to court
so why are they allowed to sit in private lots and clock people?
