The plan on changing all the glass to US spec, emissions, safety equipment (if it fails), then plan on fighting the DOT, EPA, and other bureaucracies to get paperwork done to make it official and award you a VIN. Then pray that the VA DMV will accept the federal paperwork and VIN and let you register it.
