Ok, here's what you do.

Get a screwdriver, or a punch, basically any metal rod. Slide it between two of the bolts on the pulley. Now use a wrench to loosen some other bolt while pushing on the metal rod to keep the pulley from turning. Note: you only break the bolts loose to begin with, because you need all of them in place to use the metal rod trick.
