It should be installed on the valve cover vent, or whatever other vents are there. It's usually to catch oil that gets pushed out of the vents. I can't say for sure without seeing the pictures, but what you may be describing is a high-flow crankcase vent which can flow a lot more than the stock vent setup. It's not uncommon on Honda race cars, and is getting common on street cars too. It really isn't very necessary on street cars because the build spec is very different and the cylinder pressure is much lower (crankcase pressure is a lot different between race builds and street builds basically).
