You didn't get scammed. You got a converted P06, which is actually a P28.
Ok, here's the deal. The USDM large case P28, P06, P30 all use the exact same circuit board, labeled 02D0172-1500 (it's right there in the picture in white silkscreened letters). The board is made for all three ECUs, and there are places on the board for all the components necessary for all of the engines. All of the parts are the same for all functions that don't change between engines, like all of the sensor signal conditioning, etc.
The P06 is non-VTEC, so the VTEC solenoid driver (and some other related parts) are not soldered on the board, and neither is the knock sensor board.
The P28 has the VTEC parts, and not the knock sensor board.
The P30 has the VTEC parts and the knock sensor board.
Take a P06, add the VTEC components, and you have a P28. Then add a knock sensor board, and you have a P30. The only thing that needs to be changed is the stock program, which is taken care of anyway because it's chipped.
You got what you asked for, it just says "P06" on the case instead of "P28". It's internally identical once the missing parts are added. I have no idea why they charge two different prices, because it's the exact same ECU after conversion. Maybe that's just to reflect that they get the P06s for much cheaper, I dunno.
